Connecticut Liheap Grants

The Connecticut Energy Assistance Program, otherwise known as CEAP, provides state based distributions from the federal Liheap funding program. Administered by the state Department of Social Services’ Community Action Centers, the state subsidizes households who earn up to 200% of the Federally-defined poverty level.

In particular, all households who earn up to 100% of the state median income are eligible to apply for Operation Fuel, a state based program, while those under 60% of the state median (or 200% of the Federal Poverty Level) are eligible to apply directly to the main program. Individuals above 150% of the federal poverty level are required to be disabled or elderly (above 60 years old) in order to still qualify for the subsidy. For those whose heating bills are integrated into their rental costs, these total rental costs must exceed 30% of gross income. Additionally, home owners must have less than $10,000 in liquid assets, while renters must have less than $7,000 (individuals with adjusted incomes below 150% of the federal poverty level, inclusive of assets, are still eligible for the program and certain exceptions apply.) As a result, the state gauges eligibility based upon household size and status to determine who qualifies for heating assistance (and how much.)

These categories are defined as those who are “vulnerable”, which includes the disabled, elderly (60 years or old) or young children (5 years old or below), creating a gradient of income qualifications. As a result, you should always check with the state to determine if your particular situation may qualify. The State processes all applications according to these criterion, and may accelerate reviews in emergency cases (during the winter, beginning in November, when energy assistance needs are most acute.) The overall program runs from November to March 15 or each year, and applications for the upcoming season are required to file no later than May 31. Under the Energy Assistance Program, households may qualify for up to $925 in monthly benefits, which can apply to the use of heating fuels such as heating oil, kerosene or propane, as well as emergency funding in special cases. Households above the state medium can qualify for up to $625 in subsidies if they meet other program criterion through the Connecticut Department of Social Services.

The state also operates programs to help homes improve the energy efficiency of their homes, including $500 rebates on energy efficiency furnaces and boilers which exceed Energy Star Standards. Additionally, homes can purchase a variety of weatherization improvements for their homes, including caulking, electronic thermostats, advanced furnaces, insulation and stripping, as well as new windows and doors which meet Energy Star standards, without paying state sales tax. This same exemption applies to a variety of energy efficient vehicles, including up to $3400 in tax credits for hybrid cars. Homes that install solar systems may also qualify for up to $25,000 in rebates, depending on the potential energy savings. The state’s comprehensive policies allow households to not only pay for their current energy bills, but also to help reduce their energy use through efficiency improvements.
