The Federal Office of Community Services administers Low Income Home Energy Assistance (LIHEAP) funds on a state level. Designed to help low income households meet their energy costs, the program has been active and growing since 1981.
Programs under LIHEAP are authorized by Congress to help families with energy bill costs, as well as providing funds for home energy upgrades as well as providing emergency funding in the event of a crisis. In order to quality for funds, you must apply by providing a copy of your recent utility bill (or termination notice), as well as documented proof of your income, citizenship, your address as well as documentation showing your income and any disability funds you may qualify for. While inquiries can be made on the national level to the Department of Health and Human Services, funds are administered by each state as determined by each respective legislature.
The Federal government helps coordinate the release of funds, as well as setting a base level of qualification standards that may be amended by a given state. There are also a number of related programs such as Eldercare, and the Department of Energy Home Save program that can further assist home owners with meeting their home energy needs.
